In The United States they are available in any office supply store. Eg. Office Max or Staples.

I googled suisei cloth clamps and came up with a llink which I posted here but was deleted.Maybe try that.The link will take you to a variation of the bulldog clips above but specialy for cloth.I think they may be what you're after.
